GENERAL SUMMARY OF POSITION: Under the general direction of the
Associate Vice Chancellor, the Senior Director of Facilities
Engineering and Construction is responsible for overseeing the
planning, design, procurement and acceptance of facility
improvement and repair construction projects for the medical center
infrastructure. Responsibilities MAJOR RESPONSIBILITIES:
- Director a team of Facility multi-discipline engineers and
architects providing planning, design, contracting and construction
management for over $30M and 100 active projects per year. Assign
workload, monitor performance, and provide employee performance
reports. Direct, assist and provide technical supervision to
facilities engineering staff
- Define project scope with clients, develop cost estimates, and
track pending projects through a financial approval process.
Develop procurement strategies for multi-faceted projects with the
client and purchasing department
- Budget, manage, and provide financial reporting for the
Facilities Trust Fund assuring accurate expense reporting and
revenue receipt
- Act as project designer for assigned medical center
construction projects as defined by MGL Chapter 7, Section 38A1/2.
Ensure that the medical center and off-site location infrastructure
systems are in compliance with State Building Codes
- Support facilities engineering staff with consultation and
communications on local codes, Safety Policies, JCAHO,
environmental and OSHA requirements
- Oversee capital improvement projects including project studies,
reviews, design, development of construction plans and
specifications, cost estimates and schedules
- Provide coordination with Department of Environmental
Protection, Department of Public Safety and local City Building
Inspectors. Coordinate with the Massachusetts Department of Capital
Asset Management on all building and infrastructure initiatives,
contracts and projects. Work closely with the Designer Selection
Committee to select and contract with architect-engineer firms
providing design services
- Independently approves construction drawings and city building
permits developed by professional architectural engineering
firms.
- Oversight responsibility for all construction management
including contracting, contractor selection, inspection,
acceptance, change order management and contract close out
- Perform other duties as required Qualifications REQUIRED
-QUALIFICATIONS:
- Bachelor of Science Degree in Architectural, Civil, Mechanical,
Electrical Engineering or equivalent experience.
- Current registration as a Professional Engineer,
preferred.
- 15 years previous related experience in construction project
management activities
- 10 years experience in managing an engineering staff
- Thorough knowledge of building design process,
mechanical/electrical systems, construction methods and
materials
- Working knowledge of building codes and environmental and
safety regulations
- Must possess interpersonal skills to effectively communicate
the impact of design alternatives and the ability to negotiate
agreement between members of the project team
- Must have the written and oral communication skills necessary
to interact with all levels of Medical Center personnel, outside
contractors, and consultants
- Must have the analytical ability to manage facilities
construction projects from conception through implementation
consistent with defined objectives and approved budgets but where
discretion is provided in determining methods to be used
- Working knowledge of computers, proficiency in Auto CAD systems
and engineering/management software to effectively provide design,
construction documents, specifications and schedules. Sorry the
