Community Healthlink (CHL) is looking for a full-time (37.5 hrs/wk) Vice President of Recovery Environmental Services in Worcester. For over 30 years, Community Healthlink's Recovery Environments and Supports has provided residential services and supports to clients utilizing a strength based approach to provide a comprehensive continuum of services. These services are aimed at supporting clients in their recovery from addiction, persistent mental illness, homelessness and the numerous associated stressors. While continually focusing its attention on the needs of a diverse population by developing and delivering services that are local, professional and responsive. We believe that local involvement is a key factor in clients success to maintain desired behavior changes in the community. The Vice President of Recovery Environmental Services --oversees the operation of Programs to which assigned, consistent with the administrative, program and clinical policies of Community Healthlink.

Weekly clinical supervision to meet clinical licensing requirements Responsibilities

  • Plans, develops and implements the delivery of Department of Mental Health contracted services across CHL. This includes the integration of effective risk management and quality improvement principles and practices.
  • Oversees all clinical and operational aspects of DMH services including, but not limited to, the Individual Service Planning process and case management delivery as well as the adherence to Medicaid billing rules, Rehab Option expectations, utilization management, and service authorization.
  • Negotiates contracts annually; monitors ongoing spending by each contract; negotiates contract amendments; and maintains regular communication with DMH to review program functioning, utilization management, and contract compliance.
  • Ensures person-centered/family driven services that expand access to care, deliver quality treatment, improve health outcomes and provide opportunities for increasing self-sufficiency for individuals served by DMH.
  • Demonstrates a clear understanding of and commitment to the principles of recovery and trauma informed care and is responsible for providing ongoing education to provider staff in this area.
  • Oversees personnel management through direct reports, including hiring, performance review, staff development, discipline, and termination.
  • Represents the agency at appropriate agency meetings including DMH and ABH meetings.
  • Ensures that all incidents, grievances, and complaints are processed according to policy.
  • Ensures compliance with all regulatory, licensing and accreditation bodies including, but not limited to, HUD, CARF, BSAS/DPH, and DMH.
  • Coordinates services with other behavioral health agencies, service organizations, and other community resources to inform practice, assist in collaborations, and provide consultation on services.
  • Performs other related duties in accordance with agency growth and changes.
  • Knowledge of administration and management skills including supervision, program planning/development, communication skills, budgetary experience, utilization management, risk management, and quality management.
  • Knowledge of principles and practices of crisis intervention and ability to make decisions, act quickly and de-escalate situations to maintain individuals/staff safety.
  • Knowledge of conflict resolution strategies and ability to advocate effectively, evaluate performance, and determine need for disciplinary action.
  • Can meet deadlines while managing multiple projects.
  • Demonstrates commitment to accountability, outcomes measurements, process improvement, and a results-oriented culture.
  • Demonstrates ability to work independently and assume responsibility for the design and implementation of projects and strategic initiatives.
  • Able to define strategic vision and goals and establish structure and process to realize them
  • Ability to interact and provide effective leadership in a team setting with administrative and direct service staff.
  • Able to build relationships and collaborate with clients, funders, community partners, policymakers, donors, board members, and others.
  • Demonstrates knowledge of state licensure and other regulatory standards.
  • Demonstrates cultural competency by communicating and working effectively with those from diverse backgrounds and creating and sustaining an environment in which people from diverse backgrounds and perspectives can succeed.
  • Ability to read, analyze, and interpret financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors. Supervisory Responsibilities
    • Conducts on-going performance evaluations with staff
    • Ensures department deadlines are being met
    • Works well with other department Directors and coordinators
    • Assesses and evaluates departmental needs
    • Integrates department programs with overall agency goals and long range plans Qualifications
      • Master's degree required; degree in psychology, social work or other human services related field, clinical licensure preferred
      • 10 or more years-- of behavioral health experience with progressive administrative and supervisory experience
      • Familiarity with accreditation processes and requirements.
      • Familiarity with DPH, DMH, and other regulatory agencies.
      • Must demonstrate an ability to relate to substance abuse and mental health treatment population in a sensitive manner, an interest and willingness to work in a multi-cultural setting, and a customer service orientation.
      • Senior management experience necessary.
      • Knowledge of administration and management skills including supervision, program planning/development, communication skills, budgetary experience, utilization management, risk management and quality management.
      • Knowledge of principles and practices of crisis intervention and ability to make decisions, act quickly and de-escalate situations to maintain individuals/staff, office safety.
      • Knowledge of conflict resolution strategies and ability to advocate effectively, evaluate performance and determine need for disciplinary action.
      • Excellent time management, organizational, computer and writing skills
      • Solid grasp on residential program management
      • Current valid US-issued driver's license and ability to provide registered, inspected and insured automobile for work related purposes including transporting clients in a personal vehicle or a company van. Travel between work sites required
