Community Healthlink (CHL) recognizes the power of a diverse community and seeks applications from individuals with varied experiences, perspectives, and backgrounds. - - Community Healthlink (CHL) is looking for a full-time (37.5 hrs/wk) Director of Housing and Licensing in Worcester.
Community Healthlink, Inc. is a multi-service, private, non-profit organization committed to promoting, maintaining and restoring the dignity, well-being and mental health of individuals and families in Central Massachusetts.
As the Director of Housing and Licensing you will serve as lead contact with local, state and federal officials and state government administration staff on program and policy issues including HUD, DPH, DMH and the City of Worcester.
Responsibilities


  • Monitor operations for over 10 federal contracts and ensure compliance with state and federal regulation. Ensure that programs meet contractual obligations for census, populations served, and services provided. Develop and submit Annual Program Reviews consistent with funder's requirements and timelines. Capture and submit data consistent with the funder's requirements and timelines
  • Oversee procedures for ensuring remittance of landlord payments and submission of bills for reimbursement
  • Provide all aspects of state and federal housing grant submission including writing/editing, developing budgets and coordinating submission for new and existing grants.
  • Provide direct support to program level staff with regards to subsidy resources and issues related to tenancy and housing law
  • Oversee license application process for implementation of new clinics and programs ensuring licensing requirements are met, policies and procedures are in place and timelines are met. Submit new and renewal clinic/program applications. Licensing and certification include applications with federal and state level entities including but not limited to DPH, DMH, BSAS, DEA, CLIA, clinic license and more.
  • Maintain system for tracking state and federal certifications and registrations for all clinic and program types.
  • Implement and monitor organization-wide Emergency Preparedness and Staff Training Plan
  • Serve as a member of the Data Governance and Safety Committees
  • Function as the Executive Director of Yarock Memorial Housing. In this capacity, duties include but not limited to:
  • Manage 21 properties
  • Set capital repair priorities for organization and staff
  • Ensure that all city, state and federal codes and regulation are upheld
  • Report relevant information to the Yarock Memorial Housing Board
  • Schedule meetings, develop agenda and record the minutes of the Yarock Memorial Housing Board
  • Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.

    Qualifications

    • Bachelor's degree in business administration, public health, public administration or a related field is required. Master's degree is preferred.
    • Must have experience managing housing related programs and grants
    • Must have hands-on knowledge of federal housing regulations in areas of grant submission
    • Must have supervisory experience of at least three years.
    • Reliable transportation and current valid US-issued driver\'s license and ability to provide a registered, inspected and insured automobile for work related purposes including travel between work sites.
