Description

Hospital for Behavioral Medicine (HBM) specializes in mental health treatment. Our 120-bed inpatient facility is equipped with the latest safety features designed to provide patients with a comfortable environment to receive therapeutic care. Situated in Worcester County, Hospital for Behavioral Medicine is the newest mental health facility of its kind in the state of Massachusetts and is a joint venture between HBM and UMass Memorial Health Care. A short drive from the UMass Memorial Medical Center, HBM is designed to serve members of the community both near and far.

We also offer our patients an outpatient program with the goal of not interrupting their personal life or responsibilities to seek treatment. Our partial hospitalization program (or PHP for short) takes place Monday through Friday from 9:00 AM to 2:00 PM (lunch is provided), and includes: group therapy, recreation therapy, and weekly consultation with a psychiatrist. We provide this as an option for continuation of inpatient treatment or to learn more about their symptoms and receive support from peers. Receiving inpatient treatment is not a requirement for joining our outpatient services. Our outpatient services may be helpful for patients who are in need of help due to depression, anxiety, self-injury behavior, or other issues needing immediate treatment.

    Position Summary:

    The Director of Outpatient Services provides the leadership and strategic planning of the outpatient program offered at the facility; ensuring the program meet the needs of the community and the facility's performance goals and objectives. Responsibilities include the overall administrative processes and management systems for geriatric services offered at the facility, promotion and maintenance of a therapeutic environment, and development and implementation of clinical treatment programs.

    STANDARDS OF PERFORMANCE

    THE ESSENTIAL JOB FUNCTIONS ARE CATEGORIZED UNDER THE JOINT COMMISSION STANDARDS OF PERFORMANCE.

    Program Planning and Treatment
  • Represent the Outpatient Services Department at the executive level and in consultation with the Medical Director, plan, develop and implement formal and organized clinical services programs as part of the therapeutic environment.
  • Develop and organize programs of clinical services based on specialized patient populations.
  • Maintain an awareness of community and market-related activities which includes knowledge of the activities of other providers, needs of local payers and the political climate related to mental health.
  • Provide a broad vision in the development of programs and the evaluation of current services offered.
  • Strategically solve problems that encompass the larger view of the organization, and establish goals by utilizing an understanding of organizational dynamics in planning and problem solving.
  • Remain current on all clinical techniques, and provide direction to staff and facility personnel.
  • Participate in developing, justifying and controlling the annual budget for department personnel, facilities and equipment.
  • Ensure strategic program goals and objectives are consistent with overall facility goals and objectives.
  • Develop goals, objectives, policies and procedures related to the operational needs of the programs staff and patient care.
  • Consult with facility management in the development and facilitation of program activities which assure an optimal therapeutic experience for all patients.
  • Promote a positive working and treatment environment that demonstrates regard for all individuals and quality clinical services.
  • Assure the application of the clinical process to each patient for provision of clinical services in the least restrictive environment.
  • Ensure all programs maintain current departmental manuals.
  • Develop and direct a system that ensures that individual patients and their families are involved in the development of individualized treatment plans.
  • Maintain an active involvement and awareness of all patient admissions, discharges and transfers.
  • Meet regularly with program managers and the Medical Director and program staff to ensure compliance with program goals and objectives.
  • Serve on Facility Committees and attend all committee meetings as assigned. Professional Collaboration
  • Interface with community agencies related to delivery of clinical services, education and recruitment.
  • Provide services to current referral sources to assure their satisfaction and continued associations.
  • Allocate and coordinate program resources for marketing and referral development activities.
  • Provide education, support and recognition to staff participating in referral development activities.
  • Collaborate with the Director of Business Development to develop, implement and monitor a target marketing plan for the program.
  • Provide for guest relations and ensure the appearance of the facility and manner in which program staff communicate with patients, families, referral sources and fellow staff is effective and professional.
  • Ensure the implementation of an ongoing system of program orientation for patients, families and professionals and others. Personnel Management and Staffing
  • Maintain and allocate a well-qualified core of staff resources, managing resource utilization and justifying usage and budget projections..
  • Assure that hiring, disciplinary actions and termination procedures are conducted in accordance with hospital policies.
  • Involve appropriate facility management in all decisions, and review these decisions with CEO prior to implementation.
  • Assure adequate supervision and evaluation processes for all staff members and delegate these responsibilities as appropriate.
  • Assure adequate orientation for new employees, attending physicians/licensed practitioners and Allied Health Professionals.
  • Provide for educational needs and professional development of staff, which may include planning and presenting educational sessions.
  • Coordinate with other management concerning schedule and configuration to meet the needs and demands of the patient population and census and adjust it accordingly..

  • Ensure an adequate system of communication and reporting is maintained between all staff members, as well as other departments involved in the ongoing operation of the program.
  • Create a structure that best meets the needs of the organization, particularly department organization related to supervision and assignment of staff.
  • Routinely review job assignments and utilization of staff.
  • Ensure that clinical staff actively participate as members of the interdisciplinary team. Clinical Leadership
  • Conduct department meetings on a regular basis and ensure minutes are posted and available for the staff.
  • Ensure interdisciplinary treatment planning is organized with participation of all appropriate clinical disciplines.
  • Ensure all patient, family and referral complaints are promptly handled.
  • Monitor and evaluate the utilization of the patient satisfaction survey, and evaluate trends.
  • Ensure that the physical environment of the unit is monitored for safety, cleanliness and attractive appearance and all deficiencies are corrected in a timely manner.
  • Coordinate the collection of outcome data within the corporate deadline. Continuous Quality Improvement
  • Ensure that a system is developed to provide continuity of care and communication with family and appropriate referral sources, and ensure the system is evaluated and reviewed regularly.
  • Evaluate the achievement of program goals and objectives with appropriate staff on a regular basis.
  • Ensure the program meets The Joint Commission, CMS and federal and state regulatory requirements.
  • Develop and implement a Performance Improvement Plan, evaluate the results monthly, and report results to the Performance Improvement Committee in a timely manner.
  • Ensure that all deficiencies identified through the performance improvement analysis are addressed with appropriate problem solving actions.
  • Review all risk management occurrence and ensure that complete and timely reports are submitted to Risk Management.
  • Analyze statistical data of the program to determine and respond to trends. Additional Standards
  • Assist with planning and teaching staff development programs.
  • Maintain a record of attendance to meet expected standards.
  • Demonstrate a professional attitude and supports the objectives of the facility's marketing and guest relations philosophy through internal and external communications and interactions with all levels of staff, patients, family members, guests, community and referral courses.
  • Adhere to facility, department, corporate and standard policies and procedures.
  • Attend all mandatory facility in-services and staff development activities as scheduled.
  • Adhere to facility standards concerning conduct, dress, attendance and punctuality.
  • Support facility-wide quality/performance improvement goals and objectives.
  • Maintain confidentiality of facility employees and patient information

    Qualifications

    QUALIFICATIONS

    Education: Graduate of an accredited school of nursing, social work, or related mental health field; Masters Degree preferred.

    Experience: Minimum of five (5) years experience in psychiatric/mental health field, with a minimum of three (3) years experience in advanced clinical/management practice

    License: Appropriate Massachusetts state licensure in mental health.

    Additional Requirements: A strong knowledge of The Joint Commission, CMS, OSHA regulations, and patient rights standards and all other applicable federal and state laws and regulations governing mental health care facilities
