Requisition #:229796Title:MGR PHARMACY SVCS - Pharmacy Regulatory ComplianceDepartment: PharmacyLocation:UMass Memorial Medical CenterPosting Date: 7/27/2022Shift: 1st, DayStatus:ExemptHours: 40Shift Length: 8Position Summary: The Manager, Pharmacy Regulatory Compliance, under the general guidance from the Director of Pharmacy, provides leadership and oversight of all aspects of regulatory and compliance for The Department of Pharmacy across UMass Memorial Medical Center. This position facilitates the efforts of key Pharmacy leaders to comply with regulatory requirements while collaborating with the Office of Regulatory Affairs and Public Reporting, Risk Management, Chief Compliance Officer, and appropriate legal counsel to plan and coordinate activities in the Pharmacy Department that enable regulatory compliance to be achieved and maintained.The Manager works to formulate, integrate and implement medication related policies, practices and corrective action plans that will govern pharmacy compliance with the Department of Public Health (DPH), the Massachusetts Board of Pharmacy (MABOP), the Drug Enforcement Agency (DEA), the Food and Drug Administration (FDA), the United States Pharmacopeia (USP), the Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC) and other agencies as required. The Manager also serves as the point person for coordinating follow-up investigations of suspected drug diversions. The Manager is accountable to provide periodic compliance metrics to the pharmacy leadership team.Major Responsibilities:

  • Demonstrate expert level knowledge regarding regulatory and accreditation requirements, rules and codes of state, federal and accreditation organizations and incorporates them into departmental and organizational policies and procedures. Reviews and disseminates information pertaining to Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC), Massachusetts Board of Pharmacy (MABOP), Massachusetts Department of Public Health (DPH), DEA and other regulatory bodies.
  • Oversees the monitoring of controlled-substance diversion for the hospital. Works with hospital leadership and other departments to ensure suspected or actual loss of drugs and suspected or actual diversions are investigated and resolved. Ensures proper documentation, notification and reporting of any controlled-substance loss or diversion.
    • Oversees sterile products quality assurance programs including environmental monitoring of sterile products rooms, staff training and monitoring of compliance with USP standards and serves as the USP Designated Person (DP). Organizes additional training and programs for professional development in order to meet appropriate standards and regulations.
      • Where appropriate, identifies the need for, designs, implements and monitors processes to ensure pharmacy compliance with regulatory standards. Orients, educates and works with internal and external staff in performing audit or survey preparations. This may include mock tracers, secondary tracers, and walk rounds to observe practices and identify opportunities.
        • Represents the pharmacy regulatory perspective via participation on appropriate hospital-wide Committees. Develops appropriate regulatory readiness plan.
          • Oversees the facilitation and completion of audits and reports requested by external entities and internal departments as related to major responsibilities.
            • Manages the day to day operations of the practice area; oversees the determination of staffing levels, and development of schedules and daily work assignments.
              • Ensures delivery of quality pharmacy services for our patients.
                • Develops and implements policies/procedures designed to improve medication management assuring compliance with regulatory and quality guidelines/regulations.
                  • Prepares and submits activity reports based on approved performance, and/or financial metrics, to the Sr. Director of Pharmacy Services.
                    • Works collaboratively with other managers to promote the improved delivery of clinical care and improved patient outcomes.
                      • All other responsibilities to be included from Manager, Pharmacy ServicesPosition Qualifications:License/Certification/Education:Required:
                        • Doctor of Pharmacy (Pharm.D) degree with 5 years' experience; OR Bachelor of Science in Pharmacy (BSPharm) degree with 7 years hospital experience
                        • Licensure with the Massachusetts Board of Registration in Pharmacy. If not licensed with State of Massachusetts upon hire, employee has one year to obtain licensure or be terminated.Preferred:
                          • ASHP Accredited Residency in Pharmacy Practice (PGY1) is recommended
                          • Advanced degree in management (e.g. MHA, MBA)Experience/Skills:Required:
                            • Hospital pharmacy experience with demonstrated leadership in pharmacy regulatory compliance and increased administrative responsibilities.
                            • Experience required listed above based on degree.
                            • Demonstrated leadership experience.
                            • Excellent interpersonal skills, ability to communicate effectively both orally and in writing.
                            • Demonstrates effective collaboration and teamwork skills.Preferred:
                              • Three years of supervisory experience.
                              • Publications in professional journals and/or presentations at professional meetings.
