Job Description:

OFFICIAL TITLE: Payroll Director

SUPERVISION RECEIVED: Executive Director, Chief Human Resources Officer

SUPERVISION EXERCISED: Payroll personnel

General Statement of Duties: The Payroll Director is responsible for the timely, accurate, and compliant processing and reconciliation of payroll for all benefited, non-benefited, contract, and student employees in the university. The incumbent performs calculations for payroll projections, budgeting purposes, and data analysis.

Responsibilities:

(E) = Essential

(E) Provides oversight for, and participates in the processing and reconciling of payroll in accordance with state law, federal law, collective bargaining agreements, internal controls, and directives from the state comptroller and the department of higher education.

(E) Oversees payroll expenditures and transfers through MMARS and LCM. Ensures salaries are being appropriately charged.

(E) Provides leadership, supervision and continuous evaluation for payroll personnel.

(E) Provides exceptional customer service to all guests and sets a standard of such for the department.

(E) Develops and implements relevant training for payroll staff and campus community.

(E) Collaborates with the CHRO to improve internal controls within the department.

(E) Ensures that the bi-weekly payroll balances, implements processes to mitigate payroll errors and reduces the frequency in the use of dynacash.

(E) Processes payroll refund receipt vouchers, garnishments, and dynacash advancements.

(E) Manages the collection of attendance records and the self-service time and attendance (SSTA) process for the university, including training.

(E) Oversees the calculation of employee leave accruals, eligibility for overtime pay and compensatory time, shift differentials, stand-by pay, substitution of sick leave, etc.

(E) Oversees the timely completion of employment verifications.

(E) Calculates retroactive, settlement, and other lump sum compensation upon notification from HR.

(E) Maintains proficiency in the use of all commonwealth and university systems, including HRCMS, LCM, MMARS Doc Direct, Colleague, and other systems/updates put into place.

(E) Utilizes the state systems, including the state warehouse and Microsoft Access to create and run queries and reports for purposes of obtaining information and balancing payroll.

(E) Provides payroll projections for the Chief Finance Officer (CFO) and/or Budget Director.

(E) Attends Payroll User Group meetings, Payroll and Benefit Summits, and other relevant meetings.

(E) Responsible for the completion of Health and Welfare reports when requested by DHE.

(E) Serves as liaison to internal, state, and federal agencies as it relates to audits and compliance.

(E) Serves as an essential employee during emergent and weather-related events and closings.

(E) Retains all payroll records in accordance with state and federal guidelines.

Participates in statewide committees that serve the purpose of testing, developing, and implementing new systems and procedures for the state university higher education system.

Serves on committees as directed by the CHRO.

(E) Demonstrates civility and professional, customer-service oriented behavior, worthy of emulation by other staff and students.

(E) Responsible for contributing to the WSU Strategic Plan.

(E) Responsible for contributing to Equal Opportunity/Affirmative Action objectives.

Performs other duties as assigned.

Requirements:

Required Qualifications:

1. Bachelor's degree in business administration, accounting, finance, or related field.

2. Minimum of 5 years of progressively responsible experience in payroll, of which at least 3 must have been in a supervisory role.

3. Demonstrated knowledge of laws and regulations regarding payroll processing.

4. Experience with Microsoft Office Suite, especially Excel and Access.

5. Ability to work with and serve a diverse population, with sensitivity to cultural differences.

6. Ability to communicate well, both written and orally.

7. Ability to work as an individual and team player.

8. Ability to advocate for and implement change as methods for processing payroll evolve.

9. Ability to successfully pass a complete background and CORI check.

10. Ability to perform the essential functions of the job with or without reasonable accommodation.

Preferred Qualifications:

1. Master's degree in business administration, accounting, finance, or related field.

2. Experience with PeopleSoft, HRCMS, and/or other state-used systems.

3. Experience working in a higher education setting.

Additional Information:

This is a full-time, benefited, non-unit position. The firm salary range for this position is $75,000 - $82,000 based on experience. Worcester State University is an affirmative action/equal opportunity employer.
