Job Description:

OFFICIAL TITLE: Payroll Director

SUPERVISION RECEIVED: Executive Director, Chief Human ResourcesOfficer

SUPERVISION EXERCISED: Payroll personnel

General Statement of Duties: The Payroll Director is responsiblefor the timely, accurate, and compliant processing andreconciliation of payroll for all benefited, non-benefited,contract, and student employees in the university. The incumbentperforms calculations for payroll projections, budgeting purposes,and data analysis.

Responsibilities:

(E) Provides oversight for, and participates in the processingand reconciling of payroll in accordance with state law, federallaw, collective bargaining agreements, internal controls, anddirectives from the state comptroller and the department of highereducation.

(E) Oversees payroll expenditures and transfers through MMARSand LCM. Ensures salaries are being appropriately charged.

(E) Provides leadership, supervision and continuous evaluationfor payroll personnel.

(E) Provides exceptional customer service to all guests and setsa standard of such for the department.

(E) Develops and implements relevant training for payroll staffand campus community.

(E) Collaborates with the CHRO to improve internal controlswithin the department.

(E) Ensures that the bi-weekly payroll balances, implementsprocesses to mitigate payroll errors and reduces the frequency inthe use of dynacash.

(E) Processes payroll refund receipt vouchers, garnishments, anddynacash advancements.

(E) Manages the collection of attendance records and theself-service time and attendance (SSTA) process for the university,including training.

(E) Oversees the calculation of employee leave accruals,eligibility for overtime pay and compensatory time, shiftdifferentials, stand-by pay, substitution of sick leave, etc.

(E) Oversees the timely completion of employmentverifications.

(E) Calculates retroactive, settlement, and other lump sumcompensation upon notification from HR.

(E) Maintains proficiency in the use of all commonwealth anduniversity systems, including HRCMS, LCM, MMARS Doc Direct,Colleague, and other systems/updates put into place.

(E) Utilizes the state systems, including the state warehouseand Microsoft Access to create and run queries and reports forpurposes of obtaining information and balancing payroll.

(E) Provides payroll projections for the Chief Finance Officer(CFO) and/or Budget Director.

(E) Attends Payroll User Group meetings, Payroll and BenefitSummits, and other relevant meetings.

(E) Responsible for the completion of Health and Welfare reportswhen requested by DHE.

(E) Serves as liaison to internal, state, and federal agenciesas it relates to audits and compliance.

(E) Serves as an essential employee during emergent andweather-related events and closings.

(E) Retains all payroll records in accordance with state andfederal guidelines.

Participates in statewide committees that serve the purpose oftesting, developing, and implementing new systems and proceduresfor the state university higher education system.

Serves on committees as directed by the CHRO.

(E) Demonstrates civility and professional, customer-serviceoriented behavior, worthy of emulation by other staff andstudents.

(E) Responsible for contributing to the WSU Strategic Plan.

(E) Responsible for contributing to EqualOpportunity/Affirmative Action objectives.

Requirements:

Required Qualifications:

1. Bachelor's degree in business administration, accounting,finance, or related field.

2. Minimum of 5 years of progressively responsible experience inpayroll, of which at least 3 must have been in a supervisoryrole.

3. Demonstrated knowledge of laws and regulations regardingpayroll processing.

4. Experience with Microsoft Office Suite, especially Excel andAccess.

5. Ability to work with and serve a diverse population, withsensitivity to cultural differences.

6. Ability to communicate well, both written and orally.

7. Ability to work as an individual and team player.

8. Ability to advocate for and implement change as methods forprocessing payroll evolve.

9. Ability to successfully pass a complete background and CORIcheck.

10. Ability to perform the essential functions of the job withor without reasonable accommodation.

Preferred Qualifications:

1. Master's degree in business administration, accounting,finance, or related field.

2. Experience with PeopleSoft, HRCMS, and/or other state-usedsystems.

3. Experience working in a higher education setting.

Additional Information:

This is a full-time, benefited, non-unit position. The firmsalary range for this position is $75,000 - $82,000 based onexperience. Worcester State University is an affirmativeaction/equal opportunity employer.
