JOB DESCRIPTION

Job Title: Leave of Absence Specialist Title #: 00421

Department: Human Resources

Position Reports to Title: MGR Retirement & LOA Job Function: Human Resources

I. Position Summary:

Responsible for the Leave of Absence programs (FMLA, LOA, STD, LTD) which includes investigation, case management, and coordination of income replacement benefits. Position is employer's primary liaison with employees, management and insurance carriers to ensure all applicable policies and procedures are adhered to.

II. Major Responsibilities:

Maintains employee Leave of Absence (LOA) files, maintains related databases, tracks data and reports on LOA metrics.
Provides consultation to management and Human Resources regarding leave of absence programs, policies and practices.
Maintains up-to-date knowledge of UMass Memorial Health Care (UMMHC) leave policies, collective bargaining agreements, and current practices. Ensures that internal processes are consistent and within scope of collectively bargained agreements
Assist in the development of documentation through factual investigations on all assault cases. Documents activities and results of investigations along with an analysis and plan for resolution. Performs data and information gathering in an efficient and effective manner. Maintains an activity file of open cases with an emphasis on resolution /case closure.
Assist in identifying areas for LOA and disability process improvement opportunities, and contributes to the development and definition of standards for new processes organization wide.
Ensures timely processing of income replacement claims. Reviews documentation and status eligibility to determine if/when the employee is eligible for payment according to established policies and procedures.
Provides status reports on the developments of each file through reporting.
Maintains contact with each employee to monitor progress and prompt return to work date. Works with management and Human Resources to aid in providing other work alternatives if applicable.
Communicates and works with a variety of internal and external sources such as attorneys, physicians, providers, vendors, Employee Health Services, Worker's Compensation and others to achieve a timely return to work date and prompt resolution of the claim.
10. Responds to telephone inquiries from employees and outside vendors answering routine questions, resolving issues and forward appropriate calls/concerns to manager or others.
Assists in the development of related forms and communications as needed.
Composes reports and correspondence to ensure timely communication between employees, supervisor, internal clients and outside vendors, if applicable.
Assists in the development of departmental policies and procedures to support Leave and Disability Programs, ensuring programs are in compliance with state and federal laws.
Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
Maintains contact with legal counsel to establish Plan for Resolution on all litigated files.

Standard Staffing Level Responsibilities :

Complies with established departmental policies, procedures and objectives.
Attends variety of meetings, conferences, seminars as required or directed.
Demonstrates use of Quality Improvement in daily operations.
Complies with all health and safety regulations and requirements.

Performs other similar and related duties as required or directed.

III. Position Qualifications:
License/Certification/Education:

Required:
1. Bachelor's degree in Business Administration.

Experience/Skills:

Required:
1. Three to five years' human resource experience or equivalent.
2. Thorough knowledge of FMLA and related legislation.
3. Solid computer skills utilizing Excel, Word, Power Point, etc..
4. Excellent written communication, oral communication, analytical, problem solving and interpersonal skills.
5. Must be able to appropriately communicate with all levels of employee and management.
6. Ability and willingness to train other team members.
7. Ability to identify, assess, and resolve complex issues/problems.

Preferred:
1. Case management experience.
2. Experience with collectively bargained agreements.

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.

Department-specific competencies, including age-specific competencies and their measurements, will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents.

IV. Physical Demands and Environmental Conditions

Work is considered sedentary. Position requires work indoors in a normal office environment.
